The West Hartford Housing Authority (“Housing Authority”) will receive sealed bids on or before 2:00
p.m., on Friday, March 5, 2010, at the office of said Authority located at 80 Shield Street, West
Hartford, CT 06110 and said bids will be publicly opened and read aloud immediately thereafter.
Bids will be received for furnishing all labor, materials, tools, services and equipment necessary to
complete the “ ALFRED E. PLANT ELDERLY HOUSING – SECURITY UPGRADES,” at
759 Farmington Avenue, West Hartford, CT 06110.
The successful bidder will be required to furnish and pay for 100% Performance and Payment Bond or
Bonds, in the forms included in the Specifications.
Proposed forms of Contract Documents, including Plans and Specifications dated January 29, 2010, as
prepared by Quisenberry Arcari Architects, LLC will be on file and available to contractors at the office
of said Authority located at 80 Shield Street, West Hartford, CT as of 10:00 a.m on Friday, February
12, 2010.
Contractors may each obtain a set of plans and specifications at the office of said Authority located at 80
Shield Street, West Hartford, CT. The non-refundable purchase price for bidding documents is fifty
dollars ($50.00) made payable to The West Hartford Housing Authority.
A non-mandatory pre-bid walkthrough will be held at 10:00 a.m on Monday, February 22, 2010. All
interested parties are to meet at the project site, 759 Farmington Avenue, West Hartford, CT 06119. It is
strongly recommended that bidders attend this pre-bid. All Bidders will be held responsible for the
understanding for the extent and scope of work included in the contract.
The Housing Authority reserves the right to reject any or all bids and/or to waive any informality in
bidding, when such action is deemed to be in the best interest of the Housing Authority. All bid
documents must be completely filled in when submitted.
A satisfactory Bid Bond or Certified Check, in an amount equal to five percent (5%) of the base bid, shall
be submitted with each bid. The Bid Bond shall be made payable to The West Hartford Housing
Authority and shall be properly executed by the Bidder and acceptable sureties.
This project is federally assisted, therefore, bidders must comply with the following requirements; Section
3, Compliance HUD Act of 1968; Equal Employment Opportunity provisions of Executive Order 11246;
Non Discrimination Provisions of Title VI of the Civil Rights Act of 1964; labor Standards Provision of
the Davis- Bacon Act and related acts and Contract Work Hours Standards Act; Prevailing Wage
determinations as issued by the United States Department of labor; and all applicable provisions under
Title I of the Housing and Community Development provisions under Title I of the Housing and
Community Development Act of 1974.
No bids shall be withdrawn for a period of sixty (60) days after the opening of bids, without the consent
of the above Authority.
