Limited English Proficiency Training (LEP)

The session will review PIH Guidance on Limited English Proficiency including: Final Guidance to Federal Financial Assistance Recipients Regarding Title VI Prohibition Against National Origin Discrimination Affecting Limited English Proficient Persons.

The presenter will discuss the four factor analysis which should be completed by the PHA to assist with the preparation of an effective Language Access Plan. 

The presenter will bring relevant statistics which have been compiled by other agencies which may be utilized by association members to demonstrate to HUD their awareness of the relevant information specific to the area. 

PHA obligations relative to Translation of Vital Documents, Provision of Interpretation Services and safe harbor guidance will be addressed in detail.

About the Trainer

Manette Donovan is a Massachusetts Attorney concentrating primarily in the area of consulting with regard to low income housing programs.  She provides guidance to Housing Authorities and owners of federally assisted housing in areas pertaining to programs and applicable regulations. She has made presentations relating to matters such as the Restrictions on Assistance to Noncitizens Rule, State and Local Welfare Reform, the Family Self Sufficiency Program, Criminal Offender Record Information, the Section 8 Management Assessment Program, Enhanced Vouchers, Section 8 Program Terminations, Section 8 Landlord and Tenant Relations, Managing a Housing Authority in Difficult Times, Lead Based Paint, the Violence Against Women Act, and the Section 8 Waiting List.

Ms. Donovan is a graduate of Providence College and received her law degree from Western New England College School of Law.  She is a member of the Massachusetts Bar, the Section 8 Administrators Association, Inc., Massachusetts Chapter of the National Association of Housing and Redevelopment Officials and the New England Chapter of the National Association of Housing and Redevelopment Officials. She is the recipient of the 2013 Section 8 Administrators Association Award for Service to the Association and the 2015 First Justices’ Award for Pro Bono Excellence.
